How to Windows 11 Setup Without Internet Connection

Windows 11 usually forces you to connect to the internet to finish setting up your computer. This is required for the Home and Pro versions, starting with the latest Insider Preview builds. Microsoft also pushes you to use a Microsoft’s online account. If you do not have a connection, you get stuck on an error page. This guide shows you how to bypass this and set up a local account instead.

Why do this?

Many users prefer a local account for privacy or because they do not have a reliable internet connection during the initial setup. This method lets you bypass the mandatory online requirement.

What happens when done?

Your computer will finish the Windows installation process without needing an internet connection. You will have a fully functional local user account that you can use immediately.

Why perform a Windows 11 offline setup?

Microsoft requires an internet connection for Windows 11 Home and Pro versions during the initial setup. This forces users to sign in with a Microsoft Account (MSA). Many users prefer a local account for better privacy or because they lack a stable internet connection. By using the OOBE (Out-of-Box Experience) bypass, you regain control over your installation process.

What happens when you bypass the internet requirement?

When you use the bypass, the Windows installer skips the mandatory network check. This allows you to create a local user account instead of linking your PC to an online Microsoft profile. Your computer will function normally, though you will need to manually install drivers later if they were not included in your installation media.

Version-Specific Changes: Build 26120 and Beyond

Recent versions of Windows 11, specifically Build 26120 and newer, have tightened the network requirements. Even with these updates, the OOBE\BYPASSNRO command remains the most reliable method to bypass the network flow. If the command fails, ensure you are typing it correctly in the Command Prompt window before the network selection screen appears.

Troubleshooting ‘No Internet’ Errors

If you encounter errors during the OOBE phase, try these steps:

  • Check the Command: Ensure you typed OOBE\BYPASSNRO without spaces.
  • Task Manager: If the setup hangs, press SHIFT + F10 and type taskmgr to end non-essential processes.
  • Drivers: If you have no internet after setup, you must download network drivers on another PC and transfer them via USB.

Summary

Installing Windows 11 offline is a simple process that gives you more control over your privacy. By using the OOBE\BYPASSNRO command, you can bypass the mandatory Microsoft account requirement and set up a local account. This method works for all recent builds, including 26120+, and ensures a smooth installation even without an active internet connection.

Can I install Windows 11 Pro without an internet connection?

Yes, you can install Windows 11 Pro offline. By using the OOBE\BYPASSNRO command during the initial setup, you can skip the mandatory network connection requirement and create a local account instead of a Microsoft account.

Does bypassing the internet connection affect Windows Updates?

Bypassing the internet during setup does not permanently disable Windows Updates. Once you connect your computer to the internet after the initial setup is complete, Windows will automatically check for and install the necessary updates and security patches.
