How to Download Language Packs for Speech Recognition in Windows 11

Check Current Language and Speech Capabilities

Checking your installed language packs lets you see which speech recognition features are already on your computer before you download anything new. You can view your current language list and speech capabilities through the Time & language section in Windows Settings ⚙️ to avoid downloading ⬇️ duplicates.

1. Press Win+I to open Settings.

   

2. Select Time & language.

   

3. Click Language & region.

   

   You should now see your display language and the Preferred languages list.
4. Look under the Preferred languages list to see your active system languages.

   

5. Click the three dots next to a language in the list and select Language options. A page opens showing the features for that language, such as Speech, Handwriting, and Basic typing.
6. Check each feature. If it shows as installed, you do not need to download it ⬇️ again. If it offers a download button, the feature is missing.

If the language you need is not in the list at all, move on to the next section. If it is listed but the speech feature is missing, skip ahead to the section on optional features.

Download Language Packs via Windows Settings

Downloading ⬇️ a full language pack adds complete speech recognition data to your system so you can use voice commands and dictation. You can add a new language and its speech tools through the Language & region settings menu by connecting to the internet and using an administrator account.

1. Open Settings by pressing the Windows key and the I key together.
2. Select Time & language.
3. Click Language & region.

   

4. Click the Add a language button under the Preferred languages section. A window opens with a list of languages.
5. Type the name of the language you want into the search 🔍 box or scroll through the list.

   

6. Click the target language to select it, then click Next. The window now shows the optional features for that language.
7. Check the box labeled Speech recognition if it is listed under the optional features. Not every language offers it, so if the box is missing, that language has no speech pack in Windows 11.
8. Click Install to begin downloading ⬇️ the language pack and its associated speech features. Windows shows download progress next to the language in the Preferred languages list.

Large packs can take several minutes. To undo this, click the three dots next to the language in the list and select Remove.

Install Optional Speech Features Separately

Installing optional speech features separately lets you add voice recognition to an existing display language without changing how Windows looks on your screen. You can add just the speech component by opening the language options menu next to your preferred language in Windows Settings.

1. Open Settings by pressing the Windows key and the I key together.
2. Select Time & language.
3. Click Language & region.
4. Locate your preferred language in the list, click the three dots next to it, and select Language options.
5. Scroll down to the Optional features section and click Add a feature. A list of available features opens.
6. Search for Speech recognition in the list of available features.
7. Check the box next to Speech recognition and click Next, then click Install.

On some Windows 11 builds the speech item appears directly on the language options page with its own download button instead of under Add a feature. Use whichever your version shows. If the feature is greyed out or missing, the language may not support speech, or Windows may still be finishing another download. Wait for it to finish and check again. You normally do not need to restart, but if recognition does not work right away, sign out and back in.

Configure Offline Speech Recognition

Configuring offline speech recognition lets you use voice typing and dictation without an active internet connection by downloading dedicated acoustic models. You can turn on offline speech files through the Privacy & security settings menu in Windows 11.

1. Open Settings by pressing the Windows key and the I key together.
2. Select Privacy & security.
3. Click Speech.

   

   The Speech page opens.
4. Look for the Offline speech recognition section.
5. Click the Manage installed languages button.
6. Click the Install button next to any language you want to use offline.

Settings pages for speech change between Windows 11 versions. On some builds the Speech page under Privacy & security shows only the Online speech recognition toggle and no offline section. If that is what you see, install the speech feature through Language options as described earlier. Also note that Windows voice typing may still need an internet connection on some builds, even with local speech data installed.

Troubleshooting Speech Pack Download Failures

You can resolve these problems by checking for new Windows updates and clearing temporary installation caches.

1. Open Settings by pressing the Windows key and the I key together.
2. Select Windows Update.
3. Click Check for updates and install any pending system updates, as missing updates often block optional feature downloads.
4. Disconnect from any active metered network connections or virtual private networks that might restrict large optional downloads.
5. Restart your computer and attempt the language pack download again through Settings.

If the download still hangs, switch to a different network, such as a wired connection or another Wi-Fi network, and try again. Work or school devices may block optional downloads by policy. In that case, ask your IT administrator.

Manage Delivery Optimization for Language Downloads

Managing Delivery Optimization controls how Windows downloads optional features like language packs across your network to fix interrupted downloads. You can adjust these settings through the advanced Windows Update options on your computer.

1. Open Settings by pressing the Windows key and the I key together.
2. Select Windows Update.
3. Click Advanced options.
4. Select Delivery Optimization under the Additional options list.
5. Ensure that Allow downloads from other PCs is toggled correctly according to your network preferences, or toggle it on if local peer downloads are blocked.

Once you have changed the toggle, go back to Language & region and retry the download. You can switch the setting back at any time. No restart is needed for this change.

What to do next

You should now be able to use voice typing and speech-to-text features in your preferred language. Test your newly installed speech pack by opening a text document, pressing the Windows key and the H key together, and speaking into your microphone.

A small voice typing bar should appear. If it does not listen, check that your microphone is selected and not muted, and that the language shown matches the pack you installed. If recognition is poor, speak a few sentences at a normal pace, then confirm your input language in the taskbar matches your speech language.
