How to Windows 11 Setup Without Internet Connection

Windows 11 usually forces you to connect to the internet to finish setting up your computer. This is required for the Home and Pro versions, starting with the latest Insider Preview builds. Microsoft also pushes you to use a Microsoft’s online account. If you do not have a connection, you get stuck on an error page. This guide shows you how to bypass this and set up a local account instead.

Many users prefer a local account for privacy or because they do not have a reliable internet connection during the initial setup. This method lets you bypass the mandatory online requirement.

Your computer will finish the Windows installation process without needing an internet connection. You will have a fully functional local user account that you can use immediately.

Steps to Install Windows 11 Offline

1. Choose your language, time, and keyboard settings in the Windows Setup window and click Next.

3. Enter your product key, or click the link that says “you don’t have a product key” to move forward.

4. Pick the version of Windows 11 you want to install and click Next.

5. Accept the license agreement to continue.

6. Select the installation type. For a fresh start, choose to install a new copy of Windows.

7. Choose the drive space where you want to install Windows and click Next.

8. Select your country or region.

9. Choose the correct keyboard layout or input method for your region.

10. When you reach the screen asking for an internet connection, you need to use a special command. Press SHIFT + F10 on your keyboard to open the Command Prompt. Note: This step requires admin privileges.

11. In the black Command Prompt window, type the following command and press Enter:

12. Your computer will restart automatically. When it returns to the setup screen, click the link that says I don’t have internet.

13. Next, click Continue with the limited setup.

14. Type in your preferred name of your computer and click Next.

15. Choose if you are setting this up for personal use or for work/school.

16. Select Offline account to create a local profile without a Microsoft online account.

17. Create your password and set up your security questions.

18. Windows will finish the setup and restart. You can now log in with your new local account.
