With location service enabled, Windows can identify shops, restaurants, and other establishments in your area and help you with directions there. It also enables certain Windows features such as auto-setting the time zone, weather information, or Finding my device to work properly.
Microsoft uses a combination of global positioning service (GPS), nearby wireless access points, cell towers, and your IP address to determine your device location.

How to change the default location for location service in Windows 11
As mentioned above, the location service helps Microsoft determine your Windows device’s precise geographic Location.
Below is how to do that.
Windows 11 has a centralized location for the majority of its settings. Everything can be done, from system configurations to creating new users and updating Windows from its System Settings pane.
To get to System Settings, you can use the Windows key + I shortcut or click on Start ==> Settings, as shown in the image below:
Alternatively, you can use the search box on the taskbar and search for Settings. Then select to open it.
Windows Settings pane should look similar to the image below. In Windows Settings, click Privacy & Security, and select Location on the right pane of your screen, as shown in the image below.
Select the Default location tile on the Location settings pane, and click the Set default button.
Then click the Set default location button to type in your address.
Start typing your address, and Windows will suggest addresses matching your entry. Please select the correct address on the list and save it.
If Windows can’t list your address, you can select a location close to your address and then click the Set button to save.
