To do that, first, 0pen the Windows Registry, and navigate to the folder key path as listed below.

If you don’t see the Keyboard folder key, right-click on the Control Panel parent key, then create the subkey (Keyboard) folder.

On the right pane of the Keyboard folder key, right-click and select New -> String Value. Type a new key named KeyboardSpeed.
Double-click the new value name (KeyboardSpeed) and enter the Value data in a number between 0 (slow) and 31 (fast).

That should do it. Restart your computer to apply the changes.
