This article explains enabling or disabling a Windows feature to use Cellular whenever Wi-Fi is poor in Windows 11.
If your device has a built-in SIM or eSIM card with network connectivity, you can connect to a cellular data network anywhere there’s a cellular signal.
Cellular connections work similarly to Wi-Fi and hotspot connections, where you can connect to available networks simply by knowing the connection credentials. Once connected, you can browse, send emails, and perform other network activities.
With the recent Windows 11 Dev Build 23471, Microsoft added new control settings that turn on or off “Use Cellular whenever Wi-Fi is poor.”
With this feature, Windows automatically switches to a cellular connection whenever the Wi-Fi connection is poor. Windows will use the best Network at any given time.
Use Cellular Whenever Wi-Fi is Poor
As described above, Windows has a new feature that automatically switches to the best Network for devices with cellular and Wi-Fi connections.
Here’s how to turn it on or off in Windows 11.
First, open the Windows Settings app.
You can do that by clicking on the Start menu and selecting Settings. Or press the keyboard shortcut (Windows key + I) to launch the Settings app.
When the Setting app opens, click the Network & internet button on the left.

Select the Cellular tile on the right to expand it.

Click and expand the Cellular
tile on the Network & internet settings pane.
Next, select the “Use cellular whenever Wi-Fi is poor” tile on the Cellular
settings pane, then toggle the switch button to the On
position to enable.
To turn off the feature, toggle the switch back to the Off
position.
Exit and Settings app when you are done.
Turn Off or On Use Cellular Whenever Wi-Fi is Poor via Registry Editor
Another way to turn “Use cellular whenever Wi-Fi is poor” on or off is to use the Windows Registry editor.
To do that, open the Windows Registry editor, and navigate to the folder key below.
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WcmSvc\CellularFailover
If you don’t see the CellularFailover folder key, right-click on the WcmSvc
parent key, then create the subkey (CellularFailover) folder.

Right-click the CellularFailover folder key’s right pane and select New -> String Value. Type a new item named AllowFailover.
Double-click the new item you created (AllowFailover) and update the Value data:
- To enable Use cellular whenever Wi-Fi is poor, type 2.
- To disable Use cellular whenever Wi-Fi is poor, type 0.

That should do it. Restart your computer to apply the changes.
That should do it!
